Quest Consultants LLC, an independent small business, provides advanced information technology and business services to clients in both private and federal markets. Founded in 2003, the firm’s main practice areas include Identity Management, Collaboration, and Security.

We integrate technologists, managers, and industry partners to bring advanced knowledge and cutting edge expertise to each project. Our solutions help companies achieve business goals on schedule and within budget, while keeping an eye towards the future.

We're not obsessed with certifications or degrees, although virtually everyone on the team seems to have a few of each. Instead, we focus on results and experience. Each member of the team must bring tangible skills to the table because at the end of they day we're measured by the quality of our products, not by our resumes.

Our People

Heather Brown is an information security engineer at Quest Consultants LLC and a member of our security testing and mitigation practice. Heather supports the Quest team with a strong knowledge of NIST C&A methodologies and security standards. Her primary areas of expertise include risk management; vulnerability assessment, analysis, reporting, and compliance monitoring; security planning; implementation of information assurance controls; and development of system security documentation. She excels at translating customer desires into actionable plans with achievable goals. Heather recently discovered the Caribbean islands and one day dreams of developing a strong customer base to support there while working from a sailboat. Heather holds a Bachelor of Science degree in Biology from James Madison University in addition to the SANS GIAC Certified Incident Handler (GCIH) and CISSP security certifications. 

Mark Ohiosikha is a principal at Quest Consultants LLC and leads the IRS security team. Mark brings a wealth of experience to each engagement with a background spanning a diverse range of technologies from mainframe to web applications. In addition to technical excellence, he brings practical hands-on experience managing very large enterprise security programs. Mark holds a Bachelor of Science degree in Computer Science from the University of Ibadan and a Master of Science degree in Software and Systems Engineering from the University of Maryland University College. He also maintains a CISSP certification.

Frank Schugar is a partner at Quest Consultants LLC, the director of business development, and the lead for our proposal support practice. Frank's extensive experience as an officer in the U.S. Army, and as a vice president at SAIC, provides a strong combination of leadership, judgment, and business acumen. He excels at tearing apart complex situations to find the real issues driving key stakeholders. This is particularly useful on very large proposal efforts where Frank's insights highlight overlooked and under-appreciated aspects of the capture environment. In addition to these skills, Mr. Schugar also holds a degree in philosophy from Western Michigan University, although he thinks he's a Wolverine.

Curt Stapleton is a principal at Quest Consultants LLC and the director of our security testing and mitigation practice. Curt's accomplishments as a security tester have earned him the dubious nickname of Golden Boy because of his uncanny knack for succeeding where others fail. As an assistant vice president at SAIC, Curt revitalized the security testing practice and worked on over 300 penetrating testing engagements. His ability to break into systems is only surpassed by his uncanny knack for making the system administrator feel better about the situation. He also excels at providing in-depth yet understandable explanations about complex security topics. Curt holds a computer science degree from Mississippi State University and is a SANS GIAC certified incident handler (GCIH).

Micah Tapman is a partner at Quest Consultants LLC, the director of the security practice, and assists Frank with business development. Micah is a former Marine and program manager at SAIC, where he led the Treasury security program. Working with Curt and Frank at SAIC, Micah established a robust team of professionals known for quality work throughout the Department of the Treasury and the Federal Reserve System. Outside of work Micah tries to spend some time playing Ultimate Frisbee and World of Warcraft, and loves traveling. He also holds a computer networking degree from Strayer University and an MBA from the George Washington University.

Jason Winder is a partner at Quest Consultants LLC and the director of our identity management and collaboration practice areas. Jason is a subject matter expert in Microsoft solutions including Active Directory, Exchange, and Windows Server products. Despite his best efforts to avoid programming, he's also a wizard with Windows and Visual Basic scripting, and Microsoft Access database programming. Jason's most comfortable working as an enterprise solution architect, where he's able to integrate a wide variety of products into a seamless and efficient system. In addition to earning accolades on challenging enterprise migration projects, Jason is our in-house sommelier. He holds a degree in economics from Drew University, an MBA from the University of Pittsburgh's Joseph M. Katz Graduate School of Business, and is certified as both a CISSP and an MCSE.

Brian Woodley is a security architect at Quest Consultants LLC and a member of our security testing and mitigation practice. Brian's experience developing enterprise applications and his expert knowledge of fundamental computer and network principles are key assets on any information security engagement. While working at SAIC, Brian worked closely with Curt to revitalize the security testing practice and worked on over 300 penetrating testing engagements. He brings a disciplined and detailed approach to every task and excels at tracking down problems when others fail. In his spare time he wonders why he traded his GTO for a Tahoe and spends time with his family. Brian holds a bachelor of science degree in physics from James Madison University and is a Tenable Nessus System Audit Certified Professional (NACP) and CISSP.

Benefits Overview

All benefits include spouses/partners and dependents where applicable. Quest Consultants does not distinguish between marriage, domestic partnership, or any other type of committed relationship between two adults.

Leave/Flex-time

Each employee is granted 15 vacation days per year plus one day per year of seniority up to a maximum of 20 days per year after five years with the company. Additionally, all holidays are considering "floating", meaning the employee is granted an additional eight (8) days of leave based on U.S. federal holidays.

Flex-time is actively promoted to encourage family time and allow for more focused work time. Depending on the employee's responsibilities, telecommuting or even work from home will be allowed.

Quest Consultants emphasizes vacation time and works to ensure each employee is able to take full advantage of his or her vacation each year.

Healthcare

Quest Consultants provides full health care coverage to employees and their families through United Healthcare, including dental and vision insurance. Our company plan is a Point of Service (POS) plan ("Choice Plus"), which allows individuals to see specialized physicians without a referral. Maternity/Paternity Leave

Quest Consultants offers maternity/paternity leave using a combination of flex-time, telecommuting, leave, and voluntary absence. Over the course of a pregnancy or shortly thereafter, the company works with the employee to design a mutually beneficial leave program customized to the specific needs of the employee, employee's family, and the company. The intent of each maternity/paternity leave program is to maximize the employee's family time, minimize the cost to the company, and avoid damaging service delivery to clients.

Retirement

Quest Consultants provides a 401(k) retirement plan managed by Fidelity Funds. Employees are encouraged to consider funding this plan through pre-tax paycheck deductions.

Technology

Employees are provided with the tools they need to accomplish their missions, and to support the company's long term growth. Typical gear includes a laptop, smartphone, and software. For employees working from home offices, the company will also provide home office equipment and high speed Internet service.

Quest Consultants believes in employee choice for all technology products provided the employee is able to work in conjunction with other employees and clients. Staff members are welcome to use virtually any type of technology they prefer. 

Education

Employees are encouraged to continue the lifelong pursuit of knowledge through both formal and informal activities. The company may commit financial resources (money and time) to this process after reviewing each case individually. Generally, the company would like to see each employee maintain professional certifications such as GIAC, CISSP, PMP, etc., and to associate with fellow professionals at conferences when possible. As part of this process, the company encourages every employee to publish articles and papers at conferences and in professional journals.

Within the company, an active on the job training program is maintained whenever possible to encourage employees to branch out into new areas of technology. For example, security architects may wish to partner with penetration testers in order to gain a detailed understanding of modern attack vectors. This cross pollination is considered a critical element of professional development within the company.
